  Because the drop in population caused a constant power change in the smaller communities, making it impossible for any elected officials to get anything done. That lead to the collapse of the infrastructure since it was such an interdependent empire that the new reduced population could not come back from. In my opinion it was because the majority of the skilled and experienced individuals died in the plague and the younger, less experienced individuals couldn’t learn at a fast enough pace.
